Do we have any Military standard specifying how to write Software specifications requirement

SRS is software requirement specification document in which we specify our all requirements. IEEE SRS template is considered as standard template. Every SRS is usually written by following that standard. You should use IEEE template for writing SRS. There is no military SRS template.
