Functional vs Non Functional requirement

Can I define in my software requirement document that I want my required software to be developed in C++ or JAVA, or C#?  will it be a functional or non-functional requirement?

Choosing the right programming language for developing any software to be developed is a termed as Constraint. These constraints are normally documented under Non-functional requirements section.
