Is it due to flow control..?

In mobile phones seme times we recieves incomplete msg like, *some text missing*,
is it due to flow control..?

There can be many reasons for this. Some time it happens because of the length of message exceeds from the prescribed range of the message or capacity of the intended device to handle the data. So, it can be called that it is overflow of data.
