By idle we mean that the cable is inactive or not being used by any of the system connected to the cable. If some system wants to use the cable waiting it to be free when comes to know that cable is idle he can start communication.
By round robin we mean that a single cable or recourse is to be shared between different users they will share it number wise for a single task and free the resource for the next one to use it and when the last one free the cable or resource the round is completed and again the 1st one will take the resource and starts the another round this is called round robin.
IBM stands for International Business Machines a USA based company for production of computers and different machines which are usually used for business operations.
