FP or LOC which technique is better?

FP or LOC which technique is better to measure the size of software project Justify your answer with reason?

Both techniques are used measure the size of the software project and both are useful but FP has advantage over LOC the reason is that LOC is counted only after the code ha been developed while FP can be counted even at the requirement phase so FP can be used for planning and estimation while LOC can not be used for this purpose
