What is meant by the term " Mixed level of abstraction"?

Abstraction means generic or higher concept. Requirements are abstract when generally described . Normally these requirements are mixed and do not define one requirement.These requirements needed to be analyzed and converted then into single uniform requirement for further processing. Without this, requirements are ambigous and can not be mapped correctly into the software/system.
