Marketing is not just about advertising, it includes other domains as well. For example distribution setups, retailer and whole seller management, customer satisfaction, etc

Advertising is just a tool to boost sale, to aware people or what ever the objective is. You have discussed the example of cigarette manufacturer in Pakistan. It is basically PTC Pakistan Tobacco Company, and they have very sophisticated setup of promotion and marketing. They are not advertising their product on TV, radio and on print media, but they have so many other marketing activities. Like sales and trade promotion, distribution management, retailers and whole sellers record keeping by key account executive, etc.
